The international conference CCS at Sea 2026 took place on 7–8 May 2026 at the Faculty of Law, Lund University. The conference examined the regulation and governance of offshore carbon capture and storage across several thematic panels.

This article examines fragmented legal frameworks governing transboundary CO₂ transportation by ships, identifying critical gaps in liability for marine discharges and long-term storage. It explores legal barriers to scaling up cross-border carbon capture and sequestration.
