Sustainable Carbon Capture, Transportation and Storage

Liability and Governance in Light of International and EU Law

Seminar: Core Legal Aspects for the Development of the Carbon Capture and Sequestration (CCS) Value Chain

Date: 28 February 2025
Time: 11:00 – 12:00
Venue: Zoom and Room B44, School of Economics, Business and Law, University of Gothenburg
Presenter: Professor Dr Catherine Banet (University of Oslo)

This seminar formed part of the Seminar Series on Carbon Capture and Storage (CCS) and Climate Change, jointly coordinated by Lund University and the University of Gothenburg within the project Sustainable Carbon Capture, Transportation and Storage: Liability and Governance in Light of International and EU Law.

During her presentation, Professor Banet examined the central legal elements shaping the development of the CCS value chain. The discussion addressed key issues such as responsibility for leakage, transfer of liability between actors, cross-border transportation of CO₂ by pipeline or ship, and the inclusion of CCS activities under emissions trading schemes. The seminar also considered potential incentives and risk-coverage mechanisms to facilitate CCS deployment, as well as the role of CCS within the broader category of negative-emission technologies.
