This research project examines the legal and governance frameworks governing carbon capture and storage (CCS) technologies, with particular emphasis on liability allocation and regulatory coherence across international and EU law.
As CCS emerges as a critical climate mitigation technology, questions of legal responsibility, cross-border coordination and long-term environmental accountability remain underexplored. This project addresses these challenges through rigorous legal analysis of the capture, transportation and sub-seabed storage phases of the CCS chain.
